March 23 - Today, Governor Hogan announced the expansion of non-essential businesses expected to close their doors as of 5pm March 23, 2020. Interpretation Guidance from the State Office of Legal Counsel informed the Governor's decision. Further guidance has also been provided by Maryland Secretary of Health Robert R. Neall in a recent Directive and Order Regarding Various Healthcare Matters. Secretary Neall's Order mandates the following actions be taken by all health occupation licensees:
 
Elective and Non-urgent Medical Procedures - All Health Care Practitioners
Pursuant to the Executive Order of March 16, 2020 relating to various health care matters and in accordance with the guidance issued by MDH and posted on its website at http://coronavirus.maryland.gov, all providers of health care licensed, certified, or otherwise authorized under the Health Occupations Article shall perform only medical procedures that are critically necessary for the maintenance of health for a patient. All elective and non- urgent medical procedures and appointments shall cease effective at 5 p.m., Tuesday, March 24, 2020 and shall not be performed for the duration of the catastrophic health emergency.
Maryland has already put in place several financial relief initiatives for impacted employees and employers and is working on expanding relief efforts based on federal support that has been requested.  

Scope Expansion Is Here!

As of March 1, 2020, Maryland TPA licensed optometrists who have successfully completed a BOE Approved 10-hour certification course may practice under the newly expanded scope of practice law. MOA has provided proof of course completion to the BOE for all doctors that have attended one of our courses - live and online offerings. Please contact the BOE at 410-764-4710 or mdh.optometry@maryland.gov with any questions. If you have not taken the course, you still have time. Failure to take the course by July 1, 2020 will result in an automatic licensure status downgrade to DPA.
